About the Forum

In accordance with the Agreement on the state (municipal) procurement of December 9, 2010, national treatment in the domain of public procurement is to be introduced starting January 1, 2014 by all member states of the Customs Union and the Common Economic Space.

International conference "ELECTRONIC GOVERNMENT PROCUREMENT, ENSURING FAIRNESS AND TRANSPARENCY OF TENDERS: EXPERIENCE OF EURASIAN INTEGRATION AND PROSPECTS" will be organized by the Eurasian Economic Commission on November 21, 2014 in Astana, Republic of Kazakhstan in order to share the experience of national bodies, electronic trading platforms, as well as to study of global best practices and problematic issues.

The conference will be attended by representatives of executive authorities of the Member States of the Common Economic Space, deputies of the National Assembly of the Republic of Belarus of the Majilis and the Senate of the Parliament of the Republic of Kazakhstan, the Federation Council and the State Duma of the Federal Assembly of the Russian Federation, heads of trading platforms of Belarus, Kazakhstan and the Russian Federation, representatives from academia, business community, as well as international organizations (European Commission, World Trade Organization, procurement Services of the Republic of Korea, UN CEFACT).

Resolution on the results of the International conference "Electronic Government Procurement, Ensuring Fairness and Transparency of Tenders: Experience of Eurasian Integration and Prospects"

International conference "Electronic Government Procurement, Ensuring Fairness and Transparency of Tenders: Experience of Eurasian Integration and Prospects" took place in Astana on November 21.

During the event, the participants got acquainted with international experience in this sphere, reviewed the results of the activities of the Eurasian Economic Commission and public authorities of the Member States of the Customs Union and the Common Economic Space (hereinafter - CU and CES) carried out within the effective term of the Agreement on the State (Municipal) Procurement dated December 09, 2010.

The intensification of economic activities related to the participation of legal entities of Member States of the CU and CES in state and municipal procurement conducted in all the three countries, will, on the one hand, largely contribute to growth of mutual trade, promotion of competition in public procurement and cost reduction of budget systems of the three countries, on the other – it will strengthen inter-state partnership and increase entrepreneurial activity and domestic trade of the Customs Union.

The participants of the Conference decided to:

  • Acknowledge the information provided by participants of the Conference;
  • Note the topicality of the issues discussed and the need for annual conference at the same level in order to exchange experience, including international experience, to be organized annually on a rotating basis in all the CU and CES Member States;
  • Agree with the need for continuous training of specialists in the sphere of the state procurement and improvement of their skills;
  • Consider it expedient to conduct throughout the year practicals with participation of representatives from the CU and CES Member States and the Eurasian Economic Commission in order to share experience and practical knowledge of procurement procedures and measures of control;
  • Publish conference materials on http://ineurasia.ru/ for practical use by the public authorities of the CU and CES Member States and the Eurasian Economic Commission, as well as for working out of proposals on legislation improvement.
